The Decision

You have applied for a short-term student visa to visit the United Kingdom from 15/09/20 to 30/07/21. You have submitted an enrolment letter from ***** and you state that the cost of your studies is to be borne by your mother and a British family friend, *****. You state that your mother is paying RUB 50,000 (approximately £513 at OANDA rate of exchange) and that Mr Saville is paying GBP 3,000 towards your studies.

I have refused your application for a short-term student visa because I am not satisfied that you meet the requirements of paragraph(s) A57C (b) (iv), (v), (vi) (vii) (ix) and A57E (b) because:

You submitted evidence that your mother’s average monthly income is RUB 37,000 (approximately £380 at OANDA rate of exchange). The balance in her Sberbank account is RUB 49,966 (£513 at OANDA rate of exchange) on 10/08/20. You submitted a letter from your mother, dated 18/08/20, stating she is paying for all the costs associated to your studies in the U.K. The evidence available to me does not satisfy me that your mother is able to meet these costs.

You have submitted a letter from *****, dated 29/07/2020, in which he states he will pay for all costs associated with your studies. As evidence of his ability to fund your studies you have submitted a Barclays mortgage statement dated 04/05/20 and a letter from *****, stating ***** is employed by said company. There is no evidence of ***** current financial commitments or of funds available to him to demonstrate that he is able to meet all the costs associated with your studies in the U.K. Furthermore, it is unclear what benefits ***** will accrue by sponsoring your studies in the U.K. This leads me to question your motivations for wishing to come to the U.K. now.

You state that you are currently employed selling phone accessories, earning RUB 20,000 (approximately £205 at OANDA rate of exchange on 11/09/20). You state that you live with your parents and one sibling. You submitted a certificate showing that you last studied in 2018 and there is no evidence of any subsequent studies since then. I am not satisfied that your circumstances in your home country are such that would prompt your departure from the U.K. at the end of any period of leave granted to you.

I am not satisfied that you are genuinely seeking entry as a short-term student. I am also not satisfied that you have access to the available funds for your intended trip. Your application has therefore been refused under paragraph A57C (b) (vi), (vii), (viii), (ix). Furthermore, I am not satisfied that you intend to leave the UK at the end of the study or at the end of 11 months whichever is sooner. Your application has therefore been refused under Paragraph A57E(b).

Because your application has been refused, the Health Surcharge payment made in relation to this specific application for a visa/entry clearance will now be refunded automatically. The refund will be made to the card used to pay the Health Surcharge. You should note that you may be required to make a fresh Health Surcharge payment with any fresh application.

The Decision

I have refused your application for a visit visa because I am not satisfied that you meet the requirements of paragraph(s) V4.2 of Appendix V: Immigration Rules for visitors because:

You have applied to travel to the UK for a period of 7 days as a tourist.

You have stated that you are employed as a ***** and that your total monthly income is 71500.00 RUB (£727.04 https://www1.oanda.com/currency/converter/ as at 26/08/2020). You further stated that you spend 60000.00 RUB (£610.10) a month on a living costs which would leave you with £116.94 disposable income every month. You therefore intend to spend approximately 8.5 times your disposable income on a short trip to the UK where you have no family or friends.

I further note that closing balance on your bank account as at 05/08/2020 was 77,700.00 RUB (£790.08) and you have stated that trip will cost you £1000.00. I am not satisfied that you have sufficient funds to cover all reasonable costs in relation to your visit.

I have considered all information submitted in your application; and on the balance of probabilities I am not satisfied that you have accurately presented your circumstances or intentions in wishing to enter the United Kingdom. I am not satisfied that you have access to sufficient funds to cover all reasonable costs in relation to your visit without working or accessing public funds. This means that I am not satisfied that you are genuinely seeking entry as a visitor or that you intend to leave the United Kingdom at the end of your proposed visit Paragraph V 4.2 (a) (c) and (e) of the Immigration Rules.

The Decision

I have refused your application for a visit visa because I am not satisfied that you meet the requirements of paragraph(s) V4.2 of Appendix V because:

You have applied to visit the United Kingdom for 5 days visit for tourism. In assessing your eligibility for entry to the UK I have considered your personal and financial circumstances as evidenced by your application form and supporting documents.

You state that you are employed as a ***** and earn £786.00 per month and have savings of £6,454.00. I acknowledge that you have submitted documents including a letter from your employer to demonstrate your employment and income. You say that you spend £300.00 per month on living expenses, leaving you with a net monthly disposable income of £486.00. You say that you are planning to spend £600.00 on your proposed visit to the UK and no one else is contributing to the cost of your visit. I note that your proposed expenditure is more than twice your monthly expense. This degree of expenditure on a short tourist visit appears disproportionate to your current economic circumstances.

To demonstrate your financial circumstances you have submitted a letter from Alfabank in your name dated 29 September 2020, showing a summary balance of 8,300.00 UDS (£6,349.54). However, the source of these funds are unknown. In the absence of demonstrating source of funds, I am not satisfied that this bank statement represents a true and accurate reflection of your current financial circumstances.

From the information on your application form and the documents you have submitted, I am not satisfied that you intend to leave the United Kingdom or that you are genuinely seeking entry as a visitor. I am also not satisfied that you are able to cover all reasonable costs in relation to your visit without working or accessing public funds. Your application is therefore refused under paragraph V4.2 (a), (c) and (e).

The Decision

I have refused your application for a visit visa because I am not satisfied that you meet the requirements of paragraph(s) V4.2 of Appendix V because:

In order to be able to make a decision on whether or not to grant you entry clearance in this category I have taken into account your stated circumstances in Russia, the reasons for your visit and your proposed travel arrangements. You have applied for entry clearance for 22 days to visit the United Kingdom. You have stated on your application form that you are employed by ***** and earn 70,000RUB (£708.58 oanda exchange rate 1RUB = £0.01012) and that you have savings of £6,000.

In support of your financial circumstances and ability to fund your visit, a letter from your bank Alfa-Bank has been provided confirming that the balance of your account is €7,800 (£7,079.07). You have also provided a letter from your employer stating that you are employed along with the salary that you are paid monthly.

However, from the information that has been provided I am unable to be satisfied with your financial circumstances. Although you have provided a letter from your bank confirming the balance of your account, I am unable to see the salary credits that you are paid monthly by your employer. As such I am unable to confirm your financial circumstances.

In light of all of the above I am not satisfied as to your intentions to visit the UK for a short period of time and that you will genuinely leave the UK at the end of the visit. Therefore your application is refused under paragraphs V4.2(a) and (c) of Appendix V.

As you are unable to demonstrate the financial circumstances from the information that you have provided and that you have stated in your application form, I am therefore not satisfied that you have sufficient funds to cover the reasonable costs in relation to your visit without working in the UK. Therefore, your application is refused under paragraphs V4.2(e) and of Appendix V.

The Decision

I have refused your application for a visit visa because I am not satisfied that you meet the requirements of paragraph(s) V4.2 of Appendix V: Immigration Rules for visitors because:

You have applied to travel to the UK for a period of 10 days as a tourist.

You have stated that you are employed as a *****, that your total monthly income is 40000.00 RUB (£390.12 https://www1.oanda.com/currency/converter/ as at 30/10/2020) and that you spend 20,000.00 RUB (£195.06) a month on a living costs. You have stated that trip will cost you £1000.00. You therefore intend to spend approximately 5 times your disposable income on a short trip to the UK where you have no family or friends. I am not satisfied that you genuinely propose to spend such a disproportionate amount of money on such a short trip and I am therefore not satisfied that your intentions in the UK are as stated.

Given the above I am not satisfied that you intend to leave the UK at the end of your visit and that you are genuinely seeking entry as a visitor. Your application is therefore refused under paragraph V4.2 (a) and (c).

The Decision

I have refused your application for a visit visa because I am not satisfied that you meet the requirements of paragraph 4.2 of Appendix V because:

You are applying to come to the UK for 22 days as a tourist. You state that you are employed by *****, earning 25000.00 RUB (£245.63 according to Oanda.com) per month, with savings of £59,880.00, and you intend to spend £2,500.00 on your trip to the UK.

You have provided property documents and a bank letter giving a combined account balance of over £59,000.00, however, the information provided does not satisfactorily demonstrate the origins of deposits credited to the accounts and I am not able to verify your stated salary. Furthermore, taking into account your stated salary, the information provided does not satisfactorily explain the closing balances and I am not satisfied that your financial circumstances in Russia are as declared. I am therefore not satisfied that the funds will be available to cover the stated costs of your trip, and this casts doubt on your intentions in applying to come to the UK at this time.

Given the above, I am not satisfied by your intentions in wishing to travel to the United Kingdom for a limited period, or that you will leave the UK at the end of your trip. Furthermore, I am not satisfied that you have sufficient funds available to cover your costs whilst in the UK without working or accessing public funds. Your application for a visit visa has therefore been refused under paragraph V4.2 (a) (c) and (e) of the Immigration Rules.

The Decision

I have refused your application for a visit visa because I am not satisfied that you meet the requirements of paragraph(s) V4.2 of Appendix V: Immigration Rules for visitors because:

You have applied to visit the United Kingdom for six days for the purpose of tourism. You will be accompanied by your husband and dependent child. In assessing your eligibility for entry to the UK I have considered your personal and financial circumstances as evidenced by your application form and supporting documents.

You state that you are unemployed and without income or savings. Your accompanying husband states in support of his own application that he has been employed since 2004 as a teacher, earning 38,850 RUB per month (£466.13 at an exchange rate of £1 = 83.16 RUB; Oanda 01/12/2019). I acknowledge that he has submitted a work certificate as evidence of this employment. His supporting information does not demonstrate that he has any other source of income. He states that he spends 28,000 RUB (£335.95) per month, leaving him with a monthly disposable income of £130.18. He says that he is planning to spend 170,000 RUB (£2,039.68) on this visit to the UK and that no one else is contributing towards the costs. I note that his proposed expenditure amounts to more than a year’s disposable income. This degree of expenditure on a short tourist trip appears disproportionate to his and your current economic circumstances, leading me to doubt your intentions in seeking to visit the UK for the limited period and purpose stated.

As evidence of his financial circumstances your husband has submitted a statement of account from Sber Bank showing that an account in his name held 440,705.76 RUB (£5,287.64) on 01/11/2019. However, his supporting information does not demonstrate the source of these savings. It does not include an itemised transaction history showing how the funds have been accumulated over time. In the absence of such evidence, I am not satisfied that these funds will remain available for his exclusive use and that this statement of account represents a true and accurate reflection of his current financial circumstances. Furthermore, it lacks credibility that he would choose to spend such a significant proportion of his entire savings on this short tourist visit.

The factors mentioned above have not been taken in isolation but considered collectively. The damage the overall credibility of your application. From the information on your application form and the documents you have submitted, I am not satisfied that you intend to leave the United Kingdom or that you are genuinely seeking entry as a visitor. I am also not satisfied that you are able to cover all reasonable costs in relation to your visit without working or accessing public funds. Your application is therefore refused under paragraph V4.2 (a), (c) and (e).

The Decision

I have refused your application for a visit visa because I am not satisfied that you meet the requirements of paragraph(s) V4.2 of Appendix V: Immigration Rules for visitors because:

You have applied to visit the United Kingdom for six days for the purpose of tourism. You will be accompanied by your wife and dependent child. In assessing your eligibility for entry to the UK I have considered your personal and financial circumstances as evidenced by your application form and supporting documents.

The Decision

I have refused your application for a visit visa because I am not satisfied that you meet the requirements of paragraph(s) V4 of Appendix V because:

You state that you intend to visit your family friend in the UK for a month and in support of this, you have submitted the invitation letter, a tenancy agreement, her employment letter and a copy of her valid residence permit. I have considered all these documents. However, it is primarily your personal and financial circumstances in your own country that I must consider when assessing your application for a UK visa.

You state that you are employed and according to the application form, your savings are enough to cover your expenses for this visit. In support of this, you have submitted bank documents and a letter. However, these documents are not translated into English. In addition to this, the submitted documents do not demonstrate that you are in receipt of any regular income from your stated employment. Considering all these, I am not satisfied that your current circumstances are as you have declared.

I am therefore not satisfied that your personal and financial circumstances in your country are such that you would have sufficient intention to leave the United Kingdom at the end of your visit as stated. On balance of probabilities, I am therefore not satisfied that you are genuinely seeking entry as a visitor or will to leave the UK after a limited period. Your application for a visit visa is refused under paragraph V4.2(a) and (c).

I am therefore not satisfied that you can adequately meet the cost of the proposed visit without recourse to public funds or working in the UK. Your application is refused under paragraph V4.2(e).

The Decision

I have refused your application for a visit visa because I am not satisfied that you meet the requirements of paragraph(s) V4.1 to 4.10 of Appendix V because:

I am aware of the importance of family visits and have taken this into consideration; however I am still bound to assess your application against the Immigration Rules. You have applied for an entry clearance as a visitor to the United Kingdom for 10-15 days. In assessing your application, I note that a previous application in the same category was refused when you applied to travel to the UK. I accept that each application is considered individually and on its own merits with the information you present regarding your personal and financial circumstances. I must assess the information you have provided about yourself separately from your sponsor’s part of your application. To consider whether or not I am satisfied that your intentions are as stated and that you meet the requirements of the Immigration Rules, I must assess your personal and financial circumstances in your country of residence. However, I am not satisfied regarding your personal and financial circumstances are as you claim. In my decision to refuse this application, I have noted the following:

You state that you are unemployed, you are receiving income of £900 monthly from other sources (you have provided no information), have monthly living expenditure of 500 (unspecified currently) and you have £300 to spend on this visit with an additional £600 from your daughter but you then state that you have £1000 in total. From your information, I am unable to establish the exact funds you have for this visit.

Whilst I am aware that the bank account provided shows credits entering this account, you have provided no information as to what these deposits relate to as income and there is no evidence as to the source that created these funds. Furthermore, I note that they have not been stamped, dated and signed by an employee of your banks’ branch that the information is correct on their records. From information you have provided, I have been unable to confirm that you receive your claimed income deposited for you, that you have the £600 from your daughter you claim or that you have the monthly expenditure in Russia that you state. In addition, I am not satisfied that you have the £1000 in your possession you claim to fund this visit to the UK.

I am not satisfied that you will have the necessary funds you have declared to be able to provide all travel, accommodation, maintenance and care while you are in the UK. Based on the information you have provide I am not satisfied that you have demonstrated your personal circumstances are as you claim in Russia. Given this, I am not satisfied that you have demonstrated sufficiently strong social, economic and personal ties to Russia or another country outside of the UK to satisfy me, that only a short visit is intended.

In light of all of the above and on the balance of probabilities, I am not satisfied as to your intentions in wishing to travel to the UK now. I am not satisfied that you genuinely intend a short visit only to the UK and that you will leave the UK at the end of the visit. Furthermore, I am not satisfied that you will be able to maintain and accommodate yourself adequately in the UK or meet the costs of your return or onward journey from the UK. Appendix V4.2(a)(c)(e).

    Добрый день! Подавала документы на гостевую визу в Великобританию. У подруги состоится свадьба. Приглашение от нее было получено на электронную почту. Все документы подготовлены и представлены. Но был получен отказ, по причине недоказанной близости с подругой. Можно ли что-то сделать для получения визы после отказа по данной причине? И какие документы подтверждают близость с подругой, если не факт приглашения на такое мероприятие?

      Добрый день, Анастасия! Вероятнее всего, в вашем случае есть и другая причина отказа в британской визе. Очень редко заявителям отказывают из-за недоказанной близости с принимающей стороной. Как правило, для подтверждения реальных отношений аппликанты прикладывают приглашение от друзей/родственников в Британии. Причем это должно быть не просто официальное сообщение в несколько строчек – адрес, телефон, фамилии, имена.

      Приглашение для визы в Великобританию – это подробное письмо с указанием примерных планов на поездку, а также с кратким рассказом о том, как вы познакомились, как поддерживаете контакт, часто ли встречаетесь, когда виделись в последний раз и т.д. Т.е. офицер не должен усомниться в том, что вы действительно друзья. Иногда заявители направляют в Посольство общие фотографии, доказательства совместных путешествий и пр.

      Но все же повторим: редко случаются отказы в визе из-за того, что офицер не поверил в реальность дружбы. Либо это действительно так, и ваши доказательства не были убедительными. Либо есть и другие причины. Например, в вашем финансовом благополучии. Просмотрите справки, полученные с работы и из банка, оцените их объективно. Помните, что низкий доход и/или небольшие накопления могут быть серьезным поводом для отказа.

      Также иногда аппликанты получают отказ из-за принимающей стороны. Возможно, у вашей подруги не все в порядке с историей переезда в Великобританию и/или получением постоянного статуса. Но если вы уверены, что таких проблем нет, и единственная причина – та, что указана в письме об отказе, то можно попытаться получить визу еще раз. Главное – расширить пакет документов и представить ситуацию как можно более убедительно.

    Здравствуйте! У меня официальное трудоустройство, но зарплату получаю наличными. Банковского счёта нет. Как подтвердить финансовую состоятельность, чтобы не было отказа в британской визе?

      Добрый день, Анна! Финансовую состоятельность требуется подтвердить документально. Если вы сами спонсируете свою поездку, то вам обязательно нужно подготовить справку о доходе и выписку из банка. Единственная альтернатива – бумаги от спонсора (супруг, родители). Если спонсора нет, то заявитель прикладывает свои документы. Учтите, что официальное трудоустройство не обязательно для Посольства. Более того, для Посольства не имеет значения, как вы устроены на работу. Главное – постоянный доход. Попросите работодателя подготовить подтверждение дохода. Это самая обычная справка о зарплате сотрудника.

      Отметим, что справка с работы для визы в Великобританию составляется в свободной форме. 2-НДФЛ прикладывать не нужно. Достаточно указать фактическую заработную плату, должность, стаж, контактные данные предприятия. В Налоговой службе проверять эти сведения Посольство точно не будет. Но справка с работы обязательна, без нее даже нет смысла обращаться за визой. Это же касается и выписки из банка. Но обращаем внимание: в справке о состоянии счета не должно быть указано, что вы открыли его только что и только что положили деньги. Можно ограничиться информацией о текущем остатке, без детализации.
